Is This A New Kind Of Chemtrail? Or, Simply Skywriting From Afar?

The MUFON report would suggest that this isn't from a plane as the object kept going counter clockwise in the sky (an Orb?) - but, the description is a bit sparse..... Full MUFON Report of object and sky observed on 3/13 and reported the same day.
